I set up a simple 'mailing list' (just an /etc/aliases line) of all=20

As I understand our govrnements will be getting minutes now, or they=20
even already got them. This is the urgent time to make them aware that=20
they should not sign them (Poland, Hungary, maybe Latvia, Denmark, ...)


I propose to urge our govrnements (Poland, Hungary, maybe others) to=20
reject the minutes of the Council debate or at least amend them with a=20
clear statement of their real intention of vote, and complaint about=20
the problems below:

Some points we should raise:

1) The amendments voted on at the end differed substantially from the=20
   ones that where known to govrnements just until half an before the=20
   vote. The previous amendments here:
   http://swpat.ffii.org/papers/europarl0309/cons0401/st09051/st09051.html
   That didn't give our gornements enough time to study the text,=20
   consult with lawyers and experts. This is the reason Poland didn't=20
   vote at all after the break.

2) The differences mentioned above where explicity noted by the=20
   Italian and Danish representatives, but their requests to put the=20
   missing sentences back where brutally put down by the Irish

3) The presidency pressed on the Danish to accept the proposal, while=20
   the Council Rules of Procedure state that the Presidecy is neutral.

4) The presidency assumed that Qualified Majority has been reached,=20
   even though they didn't ask BOTH Poland and Latvia, which where=20
   both abstaining before the german fake amendments where introduced.

5) If Hungary would have coted as their Prime Minister and IT minister=20
   ordered (abstain), then Poland's vote would matter alone (even if=20
   Lativa would say 'yes'), hence the vote doesn't reflect the real=20
   positions of involved countries, and must be repeated.=20

Today in Poland I'm proposing the ISOC-PL (Internet Society Poland) to=20
write an official letter/statement to be delivered tomorrow to our=20
three involved govrnement representatives:
Micha=C5=82 Kleiber, Grzegorz Bli=C5=BAniuk, Jaros=C5=82aw Pietras

The letter should describe all above points in more detail, in about=20
two or three pages, and should be a base to possible talks with them=20
this week. I will try to draft such letter in Polish in the following=20
hours, any comments, things to add - please urgently submit here.

We need examples of contries not signing Council minutes, or any=20
canses with doing anything useful in this matter just after Council=20
secretary sends out minutes.=20

This is needed in Poland ASAP, best tonight, latest tomorrow, friday=20
morning. Otherwise they won't do anything, and later it will be too=20
late.

Call to anyone who might know.=20

Second thing: has someone read in the Council rules, exactly how much=20
time have countries to sing/not-sign/protest minutes after sending=20
them out from Council?

And have the minutes been sent out already?

2. The draft minutes shall be drawn up by the General Secretariat=20

   minutes regarding any item on the agenda. These requests may be=20
   made in Coreper.
