ntp stratum 16 namesto 2.

Imam xntp3 in sledeci config:

restrict default ignore
restrict 127.0.0.1 mask 255.255.255.255 notrust nomodify notrap
restrict 192.168.1.0 mask 255.255.255.0 notrust nomodify notrap
server  127.127.1.0 prefer # local clock
fudge   127.127.1.0 stratum 1
driftfile /etc/ntp/drift

Zakaj mi z ntpq potem vraca, da je ntp server stratum 16 (nesinhroniziran ?), 
ce ima local clock nastavljen na stratum 1 ?!.
Kako prisilim xntp3, da ima normalen stratum  ?
